I have traveled within the US with two laptops. As far as I know there is no restriction as long as you stay within the carry on baggage restrictions.
Answer 2 :
Yes, as long as you stay within your maximum carryon bag allowance. If you are flying economy class, you are only allowed to have 1 carry on bag but there's no reason why you can't put 2 laptops into 1 bag. If you are flying in business or first class, you are allowed 2 carry on bags
